Woman Cuts Off Husband's Penis- Can he sue and for what claims?

Here are the facts, as I understand them, which will be alleged by the District Attorney’s Office- After allegedly drugging her husband and tying his hands and feet to the bedpost with a white nylon rope, this woman pulled down his pants and told her husband, “You deserve it” and then with one swift motion, cut off his penis with a 10? kitchen knife. She then took his penis and tossed it in the garbage disposal and flicked the ON switch.
